The problem
G or S: which one is farther down the alphabet?
Asking which comes last flips the question children practiced, and 'last' can be confused with the final letter Z or with the thing they heard most recently.
'Last' gets misread
Some children hear 'last' and look for Z, or point to the letter they said last. The word needs to attach to position in the alphabet.
Counting up from A
Without a feel for order, a child recites A-B-C until one letter shows up. The later letter arrives second, which feels backward.
Late letters are thin
Q, R, S, T, U get far less practice than A through F. Children are often hazy on the back half of the alphabet.
Every page pairs two letters and asks for the later one. Many pairs lean on the back half of the alphabet, where children usually have the least practice.
