The problem

Counting to 20 is easy to recite and hard to understand. Children need to see that 17 is a quantity, not just a word.
Counting from one every time
To show 17, a child counts out one at a time. They have not yet used a ten to help.
Losing track in a big group
Past 10, scattered objects get recounted or skipped. Touching and moving each one fixes it.
Numeral does not match amount
A child can write 15 but may not know that it is more than 12. The number needs to connect to a quantity.
Children count groups up to 20 and match each to its numeral. Seeing the same amounts in different layouts builds a feel for how big each number is.
