The problem
2500 rounds up to 3000, not down to 2000
With larger numbers, the halfway point is where children trip. The hundreds digit decides, and 500 always goes up.
Rounding 500 down
2500 sits exactly between 2000 and 3000. The rule is to round up, but many children round down because the 5 looks like a half.
Looking at the wrong digit
To round to thousands, the hundreds digit decides. Children check the tens or ones and get stuck.
Five-digit numbers
14500 rounds to 15000. The extra digit makes it harder to see which thousands the number is between.
Each question asks for the nearest thousand, with answer choices on either side. Children check the hundreds digit and picture the number between two thousands.
