Kindergartners and first graders have words but not word order. Three loose words need to become a sentence that sounds right.
Word order is invisible in speech
Children say 'The dog barked' perfectly, but a heap of words doesn't show what comes first.
Overlooking the capital
The capitalized word is the first word. Many children don't notice that clue yet.
Handling the pieces
Kindergartners benefit from moving words. A flat page of jumbled words is harder than it looks.
Three-word sets start simple. The child finds the capitalized word, adds the doing word, and reads the finished sentence aloud.
