A sentence needs a who, a doing part and an ending. Children often stop too soon or never stop at all.
Stopping too soon
'Running down the hill' feels like a thought to a child, but it has no naming part.
Running on
Third graders string ideas together with no break: 'The soup is hot I ate it.' Spoken language has no periods.
Three kinds to sort
Telling a complete sentence from a fragment from a run-on takes three separate judgments.
Each example is sorted as a complete sentence, a fragment or a run-on, so children practice noticing when a thought is whole, broken, or too long.
