The problem
Telling, asking, commanding: same period, different job
Second graders write mostly statements. Learning that sentences can ask, tell, command or exclaim changes their writing and their punctuation.
Everything is a statement
The sample sentences like 'My sister plays the flute' are statements, so a child may label every sentence that way.
Using voice, not structure
Children guess from tone. They don't yet look at word order or the opening word.
Mark and type don't match
A question needs a question mark. Kids who know the type may still forget the punctuation.
Each sentence is labeled by its kind, such as statement, so children practice what each kind does and which mark ends it.
